The views from the observation deck are just stunning! Whoever thought of setting aside City Hall's topmost floor as an observation deck and making it free for the public to enjoy should be declared a local hero. The only downside is that it is mostly an open-air floor and can be uncomfortable with severe heat or cold. We visited one winter morning and the temperature + wind chill was just brutal. Definitely check and prepare for the weather before coming. There are restrooms and not much else. You can go straight to the elevators at the ground of the building and press "OD" to reach the place. If you're arriving by car, there's paid street parking within the vicinity of the building.

The café located in here has amazing food but WHEN IS IT EVER SANITARY TO WRAP FOOD IN MY RECEIPT!! Gross!! My team came here specifically to check out the observation deck. The observation deck could be so much more. The view is amazing if you can see through the filthy glass. Personally since this is City Hall you would think that they would have food upstairs, tvs, and the history of Virginia. Unfortunately it's just a large hot floor with a few picnic tables. Make it at least a lounge. Heck just call me I would design something to bring the traffic to downtown. The food 3.5 stars. The observation deck 2.5.

Terrible. These people are a joke. From start to finish it was a bad experience. They told me they would be here from 8am to 4pm. 8 hour window? I took off work and waited for a phone call, saying he was on the way, all day. No phone call. I saw the man drive by as I was waving at him. He then drove off. Turns out they had the wrong address. I understand that mistakes happen but why no phone call when he arrived at the wrong address. I guess he thought that in 30 degree weather that I didn't need hot water or heat. I called the next day and they told me there is nothing they can do but send the guy back out and I would have to wait all day again. Do they not understand that people have to work?! Why do I need to be here if all he is going to do is take the lock off and turn the valve on?! It has now been 28 hours of waiting and no gas yet. This is ridiculous! Get it together guys

Oliver can from the City within a few hours of when I called the Gas Department of the City of Richmond saying we couldn't get one set of gas logs to working were worried about leakage. He was was polite, professional, competent, and understanding. I wish to commend him for how well he did his job. 3005 Libby Terrace

The observation deck was the highlight of the visit. The workers there weren't too friendly, I met one who was very nice though and he told us how to reach the observation deck. The view is spectacular! If you have like 15 minutes you should go.
