When the Safeway only sells near beer and you need something a bit stronger...head to Cork & Bottle. All of the other positive reviews aren't wrong. This isn't a mecca alcohol location and if you're from Oregon you might be underwhelmed by the overall selection, but it still has what you need. The employees were polite, the parking lot was acceptable, the variety was fine and most importantly you could tell they tried.

Good selections. Wear the cork and bottle hat, shirt whatever and get a discount.

Small store with not a huge selection but the staff is super friendly and you get a free bag of ice if you by alcohol.
