The owner was good at first (2015) but no longer answers phone calls nor does he return any calls. My neighbor also tried to hire him (2017) but Quentin (owner) never responded.

Dishonest, Unprofessional, and Cheated.
Your word is your bond.  And your word, Discount Sprinkler, does not count for much.
I first secured a bid provided by Discount Sprinkler at $2,200 and was worked into the schedule.  All was well, until the day prior to service was supposed to begin, Quentin at Discount Sprinkler claimed that they needed to raise the price an additional $1,600,  even though they had committed 2 weeks prior to the agreed upon price.
They refused to adjust and simply said, “sorry for the inconvenience.”  I am now left waiting to get onto another schedule that will likely take an additional month to begin service, meanwhile my lawn will be the one to suffer.
As a business owner myself, your word is your bond.  And for a business to suddenly pull out of a job they have committed to at last minute, because they want more money is as low and as unprofessional as it comes.  If you make a commitment, you stick to it.  Period.
