About Office of Llezelle Agustin Dugger, Clerk of the Circuit Court for the City of Charlottesville Story The Charlottesville Circuit Court Clerk’s Office serves the City of Charlottesville, Virginia. Our office is open from 8:30 am to 4:30 pm, Monday through Friday, excluding holidays. The Clerk’s Office is responsible for filing of all civil suits; docketing and filing of criminal actions; recording real estate records and plats; probating wills; administering oaths of office for the City of Charlottesville; issuing marriage licenses; recording military discharge forms (DD-214’s); and, recording business trade names. Llezelle Agustin Dugger serves as the Clerk of Court since January 1, 2012 after having been elected to the office in November 2011.
