BSA Vision Statement The Boy Scouts of America is the nation's foremost youth program of character development and values-based leadership training. Scouting will continue to offer young people responsible fun and adventure; instill in young people lifetime values and develop in them ethical character as expressed in the Scout Oath and Law; train young people in citizenship, service, and leadership; serve America's communities and families with its quality, values-based program. Chester County Council It is our purpose to provide the communities of Chester County, PA and the northwestern corner of Cecil Co., MD. with the finest of Scouting programs and services. Products Our council service center is located on South Concord Rd. just off the Westtown Rd. exit of US 202, near West Chester. Our service center includes a Trading Post where you can find patches, literature, and uniforms helpful to Scouting families and volunteers. Service Center Hours are 8:30 am to 5 pm Monday -Thursday and 7:30 am to 4 pm on Fridays. We are closed Saturday and Sunday.
