About The library is an educational, recreational and cultural resource that encourages lifelong learning for the residents of Sutter County. Story Sutter County Library consists of the Main Library in Yuba City, and three rural branch libraries in the communities of Live Oak, Sutter, and Rio Oso. The library is an educational, recreational and cultural resource that promotes reading and related activities, supports formal educational course work, and encourages lifelong learning for the residents of Sutter County.
