About As independent special district, the Children's Services Council of Martin County funds and oversees needed programs for our community's children. Story Created by voter referendum in 1988, the Children's Services Council of Martin County is authorized to collect ad valorem taxes -- about the cost of two large pizzas per household. The Council, in turn determine needs of our community's children and funds programs that make Martin County the special place it is. Mission The mission of Children's Services Council of Martin County is to enhance the lives of the children of Martin County and to enable them to attain their full potential.
