About City of San Juan Capistrano - CERT - Community Emergency Response Team "Neighbors Helping Neighbors in Times of Disaster" Story CERT is about emergency preparedness, disaster readiness, neighbors helping neighbors, responder safety and doing the greatest good for the greatest number of people. CERT is a positive and realistic approach to emergency and disaster situations where citizens will initially be on their own and their actions can make a difference. Through training, citizens can manage utilities and put out small fires; treat the three killers by opening airways, controlling bleeding, and treating for shock; provide basic medical aid; search for and rescue victims safely; and organize themselves and spontaneous volunteers to be effective. The CERT program will also focus on public education in order to increase the emergency preparedness of all residents in the community. CERT members are also encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in our community. Beginning with ourselves, we will be prepared to work together as an emergency response team assisting our families, neighbors and community in time of a disaster by doing the greatest good for the greatest number of victims after a disaster.
