About The Human Services Department provides social services to the residents of Hallandale Beach, Florida. Story The Human Services Department provides social services to the residents of Hallandale Beach, Florida. The Department is housed in the Hepburn Center, a multi-purpose facility named in honor of Austin Hepburn, Jr., a Hallandale Beach Police Officer who lost his life in the line of duty. The Center provides a wide array of comprehensive services to meet the needs of the Community. Mission Mission: The Human Services Department provides effective and innovative Social Services and Community Partnership Programs to supplement basic human needs and offers life management choices for adults, children and families to enhance self-sufficiency and improve their quality of life.
