Poorly designed website to pay your utility bills and it is something so simple to design. You can not use any of your last 16 passwords. This is one amazingly dysfunctional website.

Very poor customer service skills.  City of Naperville has no issues charging high fees however in the event you need to call in with questions pertaining to your bill don't expect a friendly voice or a quick hold time.

Terrible agency -- I sold a house in Naperville, made the final utility payment before the deadline, and they still sent it off to collections. I have the receipt showing the payment date (from the City of Naperville), and the letter requesting final payment. It was two days early. Typical government agency ... idiots.
