I had to swerve my car out of a lane to avoid a person walking in the right lane with a shopping cart--taking up at least 25% of the road.  The officer admitted that this caused him to start following me and wrote me a ticket for late vehicle registration. I take full responsibility for the late vehicle registration, but I asked the officer why he did not deal with the safety issue in the middle of the road first instead of profiling my car--which has a certain stereotype to it--to pull over.  

He claimed he did not see the person walking in the road.  This was a lie and I told him to check his dashcam video. I asked him how many more people are swerving out of their lane right now to avoid the person while he writes a vehicle registration ticket?  This person also could have been hit by a car or someone texting and not seeing him.  This person with the shopping cart could have caused an accident and/or harm to other people, but it was ignored.

I called in to complain that this officer ignored the clear and present safety issue to instead go after a ticket.  As I called in the same person was still walking in the middle of traffic.  

The officer was a red haired white man, last name starts with an N. He did not clearly sign his name and scribbled his Star # down as well.
