Laura H. Carnell School is a historic elementary school located in the Oxford Circle neighborhood of Philadelphia, Pennsylvania. It is part of the School District of Philadelphia. The building was designed by Irwin T. Catharine and built in 1930–1931. It is a three-story, eight-bay, brick building on a raised basement in the Late Gothic Revival style. A rear addition was built in 1953. It features stone arched entryways, stone two-story bay, and crenellated battlement with four small towers. The school was named after Temple University dean Laura H. Carnell.The building was added to the National Register of Historic Places in 1988.

I want to make it clear this Elementary School should not be open not only for safety reasons or for the education these children are not for me my girls that are in their 20s now had a good education but years later my son is going to Laurel Cornell Elementary and it's behind the principal does not answer phone calls does not make appointment and if not in school all day I truly feel if the Philadelphia School District would come out and investigate the school like they should have done years ago when I started complaining they would not have it open and they will give her the principal because remember I found out mr. Pelzer had been demoted back to an elementary school that's unacceptable good

THIS SCHOOL SUCKS BECAUSE THERE STAFF IS VERY RUDE AND LAZY... IF MS.CAMPER IS STILL THERE SHE WAS VERY RUDE AND LOCKED STUDENTS IN THE CLOSET AND HIT THEM LUNCH NASTY

My grandson hasn't even started attending this school yet! And, I am having an hard time getting through by telephone just to get information concerning uniform colors! You should display this info on the Website...... Sheesh! I can see this isn't a productive school.  Perception is everything! 😕

The Carnell school community is a successful K-5 redesign school led by dedicated educators, parents and community partners who are implementing a project-based learning environment for all students.  Overview of Achievement Spotlights and School Progress Report Bright Spots:

Increased peer rank from 20th to 2nd in three years for academic performance, growth, and climate when compared with 22 schools that educate similar populations, as measured by the district’s 2014-2015 School Progress Report (20th in 2012-2013; 10th in 2013-2014; 2nd in 2014-2015).
 
Increased citywide rank from 86th to 18th in three years when compared to all elementary schools in the city, including traditional public and public charter schools, as measured by the district’s 2014-2015 School Progress Report (86th in 2012-2013; 35th in 2013-2014; 18th in 2014-2015).
 
Increased progress domain, which measures growth on standardized assessments, by 60% over three years, as measured by the district’s 2014-2015 School Progress Report (12% in 2012-2013; 48% in 2013-2014, and 72% in 2014-2015).
 
Improved student outcomes, including all students and 4th and 5th grade student groups demonstrating positive three years average growth on PVAAS; achieved academic growth in 2013, 2014, and 2015.
 
65% of students responding most positively on the quality of teacher practice in the Student Survey of 2015.
 
69% of English Language learners achieving at least .6 growth on ACCESS in 2015. The school outperformed all others in the Learning Network. 
 
School earned distinction by the district for 100% federal Title I compliance, as measured by 2015 Annual Federal Monitoring.
