I have called several times about neighbor's dogs, three of them, constantly roaming our street, making their 'messes' in my yard, the other day, one was one digging in my lawn!!!
Have talked to the neighbor.. does no good, dogs still roam free!
They go onto everybodys yard and bark at the owners, 
Sometimes the dog owners come out and get their dogs, no apologies.. nothing
Other neighbors have called animal control too.. does no good!
When someone walks or rides a bike down our street they are barked at and followed by these dogs!!!

Frustrated, called police dept. At 10:45pm to report neighbors 3 schnauzers & German shepherd out in the cul de sac barking. Their gate must be open (can't see too dark). When I attempted to walk toward the house to let the neighbor know, the German Shepherd charged me, so I retreated. I think he was protecting the Schnauzers cause they were barking at me like crazy. I called police an hour later, dogs are still in the street barking & I heard a loud boom coming ftom the house, possibly a gun shot. It's been 2.5 hours since my first call. It's 12:30am and I can't stand outside any longer waiting for the police. I don't think they are coming. Also troubling is how could this neighbor not hear the constant barking? I know they are home, I saw their lights go out the first time I called the police & their car is in the driveway.

Incompetent. Cannot even enforce a simple dog leash ordinance. Helpless & uninformed. Was told by a Lemoore PD cop that no leash ordinance existed & that dogs were allowed to run loose; he was unaware of a leash ordinance. Pathetic. Lion's park in Lemoore is a dog park & the cops didn't bother to cite people with their German Shepards, Pit Bulls, Akitas, or whatever running around off leash even when spoon-fed information. I feared for my life on a daily basis living in this pathetic town. Don't expect the right-of-way as a pedestrian here & watch for speeders especially on Fox Street around Lion's Park. Police can't seem to locate Lion's Park. Plenty of drug/illegal/dangerous driving activity around Lion's Park. I have never been so happy to leave a town as I was to leave the hideousness of Lemoore CA.
