My best advice to all homeowners and property owners: DO NOT HIRE THIS CONTRACTOR.  I am writing this review in the hopes that I can bring clarity to consumers who are considering hiring Millenium Roofing (Robert Carbajal is the owner/License # 861536). Our Condo Association entered into a contract with this vendor.  He was paid a deposit and also paid for 50% of the job on the first day of work. These payments were stipulated in the contract. Ten hours after the work began, we found out that this contractor is working with a suspended contractor’s license and without workers comp insurance. When we found this out, we asked the vendor to stop the work.  He told us that he did not know that his license was suspended. He also asked for some time to put his business in order. We gave him several weeks to address these matters. We made it very clear that we could not hire a contractor working w/o a license and w/o workers comp insurance. He told us that it could take several weeks to get his license reinstated. Additionally, he asked us to sign a waiver form for the workers comp insurance.  We refused and instead asked him to refund our money.  He told us and our representative (our Property Management Co.) that he would give us a full refund.  We waited a couple weeks and found that he was not refunding our money in a prompt manner. He also stopped responding to all of our inquiries and communication attempts.  We are now working with a lawyer in attempt to get our money back from this contractor.  We are also filing a formal complaint with the CA Contractors State License Board.
In conclusion, the owner of this company is unethical and untrustworthy, and he is providing contracting services without a valid license under CA law. As of 08/11/2017, his license is still suspended.
