I had been there 3 weeks ago asked them help my vehicle title. The young man doesn't have any experience nor knowledge, kept asking the grandpa question almost every step. 

Anyhow, at the end, They said I would get the MVA documents in 5-10 days. but three weeks had past, I didn't get. then I called them, the lady talking me on the phone laughed at me and said it is impossible, at least 4 weeks.

Not very pleasant experience. Went to them to tag a trailer.  I called first to ensure I had everything needed, a young lady said I was good.  When I arrived, "grandpa" jumped in to quickly tell me I did not have the proper MVA documentation and then it went downhill quickly.  I got "schooled" several times on how bad local trailer companies are and how they don't do their job handing out proper paperwork and that I would never get tags even from the MVA because the VIN was not on the receipt.  I immediately called the place I bought the trailer to see if they could fax/email a receipt and was of course told by them it was not needed. After the call, was again berated by Norman's rep for being so foolish as to not know what I needed and believing that a trailer sales place would do it correctly. He had a chip on his shoulder for them and was taking it out on me? weird. So I left, drove to the MVA in Bel Air.  MVA accepted exactly what I had tried to give "Norman's". I lost some time driving up to Bel Air, but saved me about $52 off Norman's quoted price.  Maybe they can do vehicles, but they don't seem to know the rules on trailers.  One star for the other polite folks in the place. Won't be back.

Fantastic experience. They we're quite fast (WAYY faster than the MVA.) Incredibly helpful and flexible.

I purchased an out-of state vehicle and needed to have it titled in Maryland. I called Norman's to see about fees before deciding to use their service. The lady on the phone was very clear and concise and asked if I wanted to receive a temporary tag along with the title. Within thirty seconds on the phone, I had a price that included title transfer, MD Excise Tax, my temporary tags, and a service fee. I compared the price and phone call service to another title business on York Road and my choice was clear. The Norman's service fee was 22% lower than the competition and they were much more pleasant on the phone.

I visited Norman's about two hours later after finishing work for the day. With my proper paperwork filled out and in hand, I was in the shop for a maximum of eight minutes and I walked away with everything necessary to drive my new car. The business was clean and well-maintained and they have an extensive collection of license plates on display.

So, for the bottom line: The convenient hours allowed me to go after work and avoid the MVA headache. The service was fast, accurate and reasonably priced. What more could you ask for? I'll be using Norman's from now on.

Norman's was the pleasant last stop on my moving-to-Maryland journey. After one trip all the way to Bel Air MVA, two visits to a state inspection place (Steve's Garage on Joppa - the best!), and plenty of $$, I was just ready to be done with the hassle. Norman's took 10 minutes max, and I had my plates on my car and registration in hand when I left. I wouldn't deal with the MVA again if you paid me.
