If we had seen the rating first we wouldn't have stopped. I'm glad we did. There ​were two issues I had, the wait is a bit excessive for a chain restaurant, however the food was fresh and hot. The fried okra had a very unique batter very peppery and tasty. The shrimp po boy was good with a generous amount of shrimp. The daily special was a hamburger steak with mushroom gravy which was pretty good. The 2nd issue was cleaning, the table wasn't given a proper cleaning and the outer edge was sticky and even after wiping it with a damp rag the wood around the edges felt tacky. Probably just a poor choice of finish but the table was visibly soiled. I normally would give it 3 stars but felt it deserves a better overall rating than what it has. The food was solid, and in a to go situation it's a four 🌟.

The food was good.  Anything friend is good.  The cleanliness was not good.  Napkin despenser had about an inch of dust.  Soda machine was greasy and dusty. Fruit flys everywhere.  Penn's has been along time favorite.  I am disappointed in the downward spiral.

Table and salt/pepper shakers were sticky and gross.  Was a sauna, because of no A/C.  Took an hour to get our food (two of us in an almost empty restaurant). Tea tasted a week old, and the soft drinks were disgusting. People behind the counter seemed annoyed to be bothered to take an order.  EDIT AFTER FOOD ARRIVED:  nasty.

Waited for 45 minutes for food. Got a refund and a lot of excuses. I would give them a zero if possible.

Classic Southern Cooking,.Ate lunch there yesterday and enjoyed it very much. I had the fried catfish which was moist and tender. My sides where coleslaw -Yummy and green beans -Salty, fried corn (on cob) -Mushy, hushpuppies -Yummy. Other people at our table had Butterfly Shrimp -Yummy, Hamburger -Good, Hamburger Steak -too much gravy. Chocolate pie and cake where -Good. Service was Good, We will be back next time we're in Philadelphia
