Went here on the 4th of July, had a barbecue then stayed to watch the fireworks. No cost to enter and really no congestion to speak of. Open until 9pm everyday its open but be aware that regardless of your age, alcohol is prohibited for all who enter. 100 dollar fine if your caught with any alcoholic beverage whatsoever.

Small beautiful park  with a small boat house and some picnic tables.  It's a wonderful place to take a break from your day and enjoy a great view of the hudson river.
