Hours are sunrise to sunset! Great loop to do if you live near by.

Costs ~$5 for parking but the summit loop and adjoining trails present a formidable hike of medium difficulty. Amazing views of the bay and the ocean so make sure to go on a clear day to catch some sun and take some pictures. There is a picnic area with benches at the entrance so bring your lunch.

I'd just like to point out that Google says that there's a hiking mountain with views of the Bay area located in smack dab downtown Sacramento lol.

This is indeed in the middle of downtown Sacramento and there are no visible hiking trails unless you count the sidewalk.
