I called the number provided and got "Dispatch" - She then transferred me to "Animal Control" I was calling regarding a dog on Southlake that needed assistance.  I was unable to help and I had to leave a message....so I hit "#3" for Immediate assistance and returned right back to "Dispatch" and she said...Oh yes, you have to wait until all the prompts are done to leave a message.  My response "There is a Helpless Animal in Need and I must leave a message?" HOWEVER I emailed the Animal control in Keller which Services the area and they responded Very Quickly.
