I would not recommend using David Harper at all.
I had an appointment in his office at 11:30. It wasnt until 40 minutes after my appointment that he actually saw me. When reviewing my prior years taxes he noticed he could amend the state taxes to get back a little more than what I had gotten back. I just needed to bring in a HUD for our house from our last duty station.
Awesome sounds great, he prepared my and went over them with me telling me how much I should be getting back. I made sure to clarify he was filing my current taxes as we were just recently stationed in SC and I wasn't sure when I would be able to locate or get a copy of our HUD from our last duty station. He reassured me and confirmed the amounts as well as my savings and said the funds should come within 21 days.
21 days later I am still waiting on my money, so i decide to check my refund only to find out he hadnt even submitted my tax return. This was 2 days before the deadline, had I not looked and seen that he did not actually submit my tax return I would have been hit with a penalty for filing late.
I PAID him in early march when I saw him, when I got the documents for the amendment for my prior years I dropped them off and he told me he would call me in a few days to let me know they were done, however he did NOT even do the amendment, just took my documents and said he would and then mailed my paperwork back to me, after accepting them and accepting payment from me in MARCH. 
After the 21 day period when I noticed my taxes had not even been filed even though I had paid him to file them I called his office to see what was going on, his wife told me he would get back to me " when he could" after three hours and no response I called back to tell his wife I was coming to get my documents, and I wanted my money back as I paid for the service in early march and the service was never done as my taxes had never been filed. She hung up on my again, less than ten minutes later I get a phone call telling me he JUST submitted them nearly a month after my appointment in his office in which I had paid for them to be filed. Of course he submitted them when I was in the car on the way to get my money back. 
stay clear of this man and his accounting firm, he will take your money- and not complete the entire services you paid for- had i not looked into why i still hadnt got my refund my taxes still would not be filed today and I would have been past the filing deadline.
Im currently seeking legal assistance in getting my money back for services not completed on the date of payment. its a mess.
