Mission

The mission of the West Covina Police Department is to provide the highest level of service and protection to the community and to cooperatively enhance public safety and the Department progresses into the future.

The West Covina Police Department has a proud history of service to the community. The Police Department has an authorized 2011 full time workforce of 92 sworn Officers and 68 civilians. In addition, there about 55 part time positions which include Reserve Officers, Crossing Guards, and clerical staff. The Department also utilizes volunteer programs, which are a very important part of the overall public safety effort. The men and women of the West Covina Police Department strive to provide the highest level of service and protection for the community. To that end, the Department is divided into two major divisions:

Patrol
About two-thirds of all sworn officers work in this division, which focuses on patrolling city streets, answering calls for service, and identifying potential crime problems. Under the Community Service Area Policing program, four dedicated lieutenants and their crews are assigned a specific quadrant of the City and tasked with resolving public safety concerns for residents, neighborhoods, and businesses. This division includes the Traffic Unit, the Public Safety Dispatch Center, the Graffiti Abatement Team, Jail Operations, Reserve Officers, the Hands-on and Simulator Training program, and award-winning SHOP senior volunteers who perform non-hazardous duties to free up sworn officers.

Investigative and Administrative Division
In fiscal year 2010-2011, two divisions were combined into one. This division is responsible for providing investigation and follow-up services associated with all major crimes, as well as overseeing the centralized administrative functions of the police department. The Police personnel assigned to Investigations and Support Services work specialized assignments such as automotive thefts, financial crimes, burglaries, court coordination, homicide, domestic violence, victim advocacy, robbery, homicide, sex crimes, and forensics. The Detectives conduct intense follow-up investigations and prepare cases for court prosecutors to deliver justice to crime victims. The Special Enforcement Team (SET), which focuses on interagency operations and narcotics surveillance, is also under Investigations. The Police personnel assigned to Administration include the Records Department, the Professional Standards and Training section, the Property and Evidence unit, and the Chief of Police's support staff. The West Covina Service Group (WCSG) technology enterprise is also under Administration.

Disrespectful, unlawful, and unorganized officers who have no sense of justice. An old women and her grandson were being abused by her son and they took 40 minutes to respond. He had already made the grandson bleed, the grandmother thrown into the bath tub, the three other young grandchildren were beyond frightened, and he had the audacity to go neighbor to neighbor harassing them and banging at their doors. When they got there, they did nothing. They saw the blood, they heard the witnesses. Nothing. After 40 minutes of waiting - nothing. Recently, he does similar. They take over an hour to arrive after their initial racist phone call (“What race is he?” “Why does that matter?” “To protect the officers”) and then do nothing, again. This is the type of behavior that leads to enabling of further violence and assaults.

These police really know their line of work. They mostly do their job I suspect and seem pretty useless in a lot of aspects. Either that or they just eat doughnuts all day. One time I was walking down the sidewalk and I saw a cop and he pulled up next to me. I said, "excuse me officer, do you know where I can buy some weed?" The cop's face lit up and he responded, "So am I bro, hop in." I got in the police cruiser and me and my new found cop friend went looking for some dealers. After getting a nice 1/8th of weed, we proceeded to smoke. The cop had a really nice water pipe with him and we hotboxed his entire cruiser. Man, I must say, these dudes are pretty chill. If you want some of the coolest dudes in force in your city, West Covina PD is where it is at. Look out for officer Sanders, he's a real douche.
