The town of Winthrop needs to get familiar with the United States Constitution.  I live here and pay taxes.  I have family that drove here for the holidays from Oregon.  Despite them having my visitor parking permit WHICH I PAID FOR in the window of their car they have been ticketed twice.

YOUR TARGETING VEHICLES WITH OUT OF STATE PLATES TO MEET UNLAWFUL, ILLEGAL, AND UNCONSTITUTIONAL REVENUE GENERATING QUOTAS IS NOT ONLY A VIOLATION OF LAW IT IS MORALLY AND ETHICALLY REPUGNANT.
