It is situated in Ramsey County and covers 9.4 square miles with an estimated population of 9,600. The City serves as home to many large corporations, numerous small to medium size businesses, and two private colleges.

The City was incorporated in 1951.
approximately one-third of the City’s land (approximately 4 square miles, 2,370 acres) was owned by the federal government, who operated the Twin Cities Army Ammunition Plant (TCAAP), built to support WWII and subsequent munitions needs. In the mid-1990s, the U.S. Army formally declared 585 acres of this land in the southwest corner as excess, 430 acres for private redevelopment and the remainder for green space and other local public use. The remaining 1,785 acres continue to be used by the Army and the Army Reserve as a training site.
Portions of the land the Army is releasing are contaminated and need cleanup before development can begin. The release and development of this land will have a tremendous impact on the future development and character of the City.
