Founded in 1965 by Richard J. Carroll, P.E., one of Maryland's most prominent engineers, Carroll Engineering, Inc. is a structural/civil engineering and landscape architectural firm serving the Mid-Atlantic region. CEI is a small business, and we are recognized as a DBE/MBE by MDOT and as a WBE by Baltimore City. We have maintained an excellent reputation in the community by placing extra emphasis on customer care, and our design team has an outstanding record of delivering successful projects on-time and within budget.

Carroll Engineering, Inc. stays abreast of the industry’s most progressive advancements and the most up-to-date technology. Our team has worked on a number of projects using the latest BIM (REVIT) modeling techniques, and our civil engineers are proficient in AutoCAD 3-D programs. The engineering field is constantly changing, but at CEI, we work with that change to consistently provide the innovative, state-of-the-art, cost-effective services that our firm has offered for the past 47 years.
