I'm a bank customer.  I went in to get my signature notarized on an Ohio title.   They said they couldn't do it and sent me to the tax collector/bmv office.  They easily took care of it and laughed when told them the bank would not do it.   
I knew the staff did not know what they were talking about when they said the bmv could check the VIN number.  All that was needed was for them to notarize my signature!
