The commission appears to believe there's no flaw in the selection process resulting in some candidates being unduly over summoned while at least 1,000 other eligible candidates never received a summons.  The weak tea, big lie bromide they parrot is, "It's like the lottery.".  Powerball and Mega-Millions are like the lottery.  I can't recall any incident it their respective or combined histories in which one person, every 5 years like clockwork wins a 7-, 8- or 9- figure jackpot.  I've "won" the jury duty lottery 4 times in the 23 years I've lived here.
