Pet Owners and pets put through hell and face costly lawyer fees to try and save dogs declared dangerous by your employee Mr Butler with 0 attempt to use compassion or common sense nor following the law. He’s stated he has discretion, where is it? Dogs like Pinky who’ve never bitten a person and never killed another animal, trying to kill her or just keep her away from her owner. Locked up for 2 years because Mr Butler is a bully. Your choice for a humane officer was not based on what’s best for citizens or pets. His decisions are based on discrimination and spite to often. The DMPD can do better, the citizens and pet owners deserve better.

Sgt James Butler your "Humane" Officer is anything but humane. What are his qualifications for determining "dangerous" animals? The killing and fighting for innocent dogs has greatly increased with this unconstitutional ordinance both the ARL and Butler uses to harm our pets and for the ARL to make money. Neither Butler or the ARL put out a dime for their discriminatory and disgusting conduct, it’s donors, pet owners and taxpayers paying for this outrage. City of Des Moines needs to Fire Butler and get away from ARL. The WORLD is watching now.

Decent service so far, I’m a future police officer, hoping to work for the City of Des Moines too! However the Des Moines Police department is horribly understaffed, they cannot control that..but facts don’t lie. In which Causing very slow response times to even the most important calls. I’ve only needed the police 2 times, the first time was a report of a homeless man breaking into an abandoned church, the officers responded within 15 minutes on a Sunday morning (which is expected and decent for the time of day)...the officers were nice and helpful. The second time when I needed the police was when I was disappointed, I was chased by a homeless man into a Jimmy Johns bathroom, trapped inside wile he was banging on the door screaming at me for no reason I hopelessly called 911, I told the dispatcher all the information (dispatch was very nice and helpful)...they said a officer was enroute. I hung up and was trapped for another 10 mins scared that I’d be attacked if I came out... then finally the Jimmy johns employee said he just left. I came out of the bathroom...THEN he runs back into the Jimmy Johns and yells at me saying I’m a hippie punk that skates too much (his guy was messed up in the head). He threatened me saying he’ll “beat my ass if I ever skate near him again” which is stupid because I was on the sidewalk skating by. He left and the Jimmy Johns employee locked the doors behind him, 20 MINUTES LATER (35 mins after I had called 911), A single police officer comes and “takes a report” he was very nice and helpful but since I’m 15 apparently he didn’t want any of my information that I had...I even knew where the homeless guy was! I told him and he didn’t go talk to him LET ALONE ARREST HIM! Bottom line...I could have been beaten up badly, for 35 minutes straight, if I wasn’t locked in the bathroom. There needs to be a better response time, and I would have liked to see some result and maybe have the officer at least tell me if they are gonna arrest the man, or even talk to him! But again, officers I’ve came in contact with are all very nice, same with the dispatchers...there just needs to be a better response time, and communication between he citizens and officers.

A big thank-you to the DMPD. You treated me with kindness and respect concerning what must have been a rather minor incident that happened on December 20 but did not get reported until early January. Officer VanOrsdel and Det. Kamerick were prompt and professional and did all they could to help. I am so grateful.

James Butler who is the Chief Humane Officer for the Police Dept and works with the ARL Animal Control has been a failure in this job. Is this the best the Dept could find for a liaison between you and the Animal Control? Bullying people, 0 experience, a poor track record working with people, showing prejudice with owners and a look of dog. Refusing to turn over public records with animals in the care of Animal Control. Innocent dogs are being held and killed in part due to this. Don't you represent all citizens and treat them fairly? This has been outrageous.
