Housing needs to inspect and make sure the qualified people stop letting these lazy violent drug addicts live there. The qualified people charge rent to strangers who need a room. It just goes to show u how they abuse the system

All the comments here are correct. I live in PH in an elderly complex. I used to work for Hacep with the section 8 program. The most important thing to do if you are having problems, issues, with management not doing their job, including maintenance, and issues with other tenants? Read your contract* First, make sure you are following and honoring the terms and conditions related to tenant's responsibilities. Then you can hold Hacep responsible for following their obligations and responsibilities stipulated on that same rental contract. Just like WE tenant's are obligated to follow rules and guidelines? Hacep is obligated to follow and do their own obligations; in other words, DO THEIR JOB! Hacep states in public and in their own paperwork, their mission and all that they provide to tenant's under the housing assistance programs for low income individuals. Hold them responsible for their own words, rules, and guidelines. Yes, some people take advantage of the system, other lie and don't respect guidelines. That doesn't mean "we" all do, and/or are bad people! Policies are policies, which means if we signed (which we have to sign) we are agreeing to follow and honor those. The parking policy is one of those policies, regardless whether we like it or not we need to respect it. AGAIN, any other policy that states Hacep WILL do this, and that but is not doing? Take your contract and highlight the part where it says Hacep will do this and that blah blah? And take it to the manager and tell them is in the contract and "they need to honor that" Don't be afraid to speak up! You will not lose your benefits for asking to be respected and for your rights to be honored. Yes we have rights! I worked since I turned 16 till mid 50's I became disabled due to 2 cancers and complications due to damage to my lower body. You don't have to have cancer or be dying to have a right to apply, qualify, and live in public housing. Again, read your contract, and learn what your rights are. Hacep has many bullies, yes bullies who flat out enjoy to degrade and humiliate tenants. That's wrong and you should not tolerate it.

all the 4 or 5 star reviews are probably posted by housing authority employees,, don't know why the housing authority bothers to post phone numbers since there is apparently no one bothering to answer,, after 15 minutes of waiting, message comes on asking caller to leave a message, and then the call is not returned.
