Excessive Force & Intimidation On September 5, 2017, I arrived home at approximately 2am to find that my apartment had been ransacked and many belongings were destroyed. I was in a state of shock as most people would be after finding this in their home. I went outside in case someone was still inside, I flagged down a passing police cruiser, the Officer turned around and came to my assistance, a black police woman got out of her police car and asked what was wrong, I told her that someone had tampered with my vehicle earlier and I just found my apartment ransacked. She radioed for assistance and within 3 minutes another officer arrived, Patrol Officer Robert Venditto. He immediately approached my rental vehicle and asked if I could prove if the vehicle was mine and I told him that the paperwork was in the glove compartment. He opened the passenger door and said, "We have a possible 1853", I asked what that was and the black female policewoman (Ptlw. Bliss) told me it was nothing. Really, an "1853" refers to a possible "Participant of Criminal Activity". Now I was being categorized as a possible criminal when all I did was report a break-in and an earlier tampering with my vehicle. I explained to Officer Venditto that I had the same problems at my former address and that the people that were targeting me were involved with illegal activity and that I had evidence against them and they were trying to intimidate me to keep quiet (see review RI Hospital). Officer Venditto then asked, "Are you an Informant for the Police?" a strange question to ask but made me believe he was tied to the issues I had previously in downtown Providence. He then said he needed to see the inside of my apartment. We all entered inside and he asked me if my apartment was always a mess to which I replied, my apartment was spotless when I had left earlier in the day and to which my neighbor attested to later in the day for round two. But let me continue. He walked around my home and kicked items on the floor and was being condescending with me instead of doing his job and taking a report. I suffer from anxiety and take medication but this scene in my home was overwhelming and combined with his attitude he was exacerbating my condition. I sat at my kitchen table and he began insisting that I go to the hospital for a psych evaluation and I asked why and reminded him that I was a victim of a crime. All of a sudden there were four more members of law enforcement in my home all standing around and treating me like the criminal who entered my home. I asked everyone to leave so that I could clean the mess that was made and go to bed and assess damages and items stolen in the morning. They refused to leave and Officer Venditto kept insisting that I go to the hospital for a pysch evaluation. So, against my rights as a human being in this state, I finally said, "Okay, I will go but I will be released in an hour or so because there is nothing wrong with me"( & I was released ). This is where things went extremely wrong. I got up from my kitchen table and was walking toward my door to walk out to the rescue when all of a sudden, Patrolman Venditto and Acting Sergeant Ryan Furlong knocked me to the floor inside my home with brut force and put handcuffs on me as my head hit the floor lamp in my living room and made a gash in my forehead and I screamed that they were hurting me and that I had a severe back injury. They both hoisted me to my feet and continued to pull the handcuffs and my arms higher and higher against my back toward my shoulders, camera footage from the area can confirm that I was handcuffed inside my home and not outside in any kind of attempt made by me to "fight with the officers" as stated in Patrolman Venditto's report which is a complete fabrication. At the hospital, Venditto said, "You can avoid psych evaluations by never calling the police", a threat I didn't take lightly. I was constantly asked if I was HIV Positive, discriminatory behavioral problems as well.

Excellent Policing. I have felt very safe in this town my entire life, I was given a second chance in life and they have been very respectful toward me and have done a poster child job at protecting my community. I am very grateful to have them as my police department. Thanks NPPD!
