First of all, the only way to get in is to go to the entrance on the Northeast corner of Citty hall, across the street from subway. If it's after 6pm, keep going in to the elevators and tell the guards there that you are here for a marriage license and they'll let you in if there's enough time before they close.
Also, The marriage license guy we saw was really nice! I think his name was Patrick? He had "Philadelphia" tattooed on him, which I think is flipping awesome! He made sure everything was spelled correctly and that we understood all the rules. Don't know about the other licence people, but Patrick was great! Don't know if anyone at City Hall reads this, but you are appreciated :)

Just went to pick up my marriage certificate and dealt with the most RUDE AND OBNOXIOUS WOMAN!!! Appalled that people at a government building can speak to people this way. Go to a different location if possible. Horrible.

Found on the northern section of the east side of City Hall (by the handicap ramp) you take a trip to the fourth floor into the magnificent halls of history.  There you wait at a desk.  And you give your personal information along with a wad of cash to grease the wheels.  Finally, you sign papers and your form is ready to be taken to its final destination.

It was one of the greatest experiences of city government I have ever had the pleasure to endure--or, it might just have been the company.
