Prichard please reopen some of the old cases too many cold cases. Timothy Lee Howard was  murdered over 20 years ago execution style. Prichard police where stealing and stuffing their pockets with money instead of collecting evidence. Times are different now with better and more resources than ever before. Give the families members who lost love ones some type of closure.
