I think that the city hall has some very nice people working there. However, there seems to be a problem with the billing system here, over all. We were billed several times for things that we had already paid for. Fortunately, we kept our receipts and did get it straightened out. But, I had several other people tell me here that they had the same problem. One lady did not even fight it-she just paid them again. There was one person working at the billing in the city hall that got things mixed up all the time. She is no longer there. But, the bills here are still too high; which is not the fault of the workers; that is management. I liked it when Karen was there. She was great to deal with. Who ever figures out what to charge for things, is making the utilites for things like water way too high. We were from Dubuque and it offered many services and kept the city up. The taxes were not as high there. If I had a question about billing for a utility there, I did feel that it was answered better. There are some very nice people in this town; but most of them do not mix with new people. Someone told me that it changes after you are here for about 20 years. That would then put me in my uper 70's. I certainly hope that it is not 15 more years before people mingle; I may not be around for that long. There are very few jobs here...if you want something with benefits; it is even worse. They need to open more things in the evenings. I was pleased to learn that Local Grounds, a little coffee shop, will be extending their hours into the evening. It is a very nice little shop. Encouraging a place like a Walmart by offering very low tax initiatives may help; but making a living by business here is a struggle. I try to buy things here whenever I can because I believe in supporting local business. This city management needs to do something to help struggling small business. So many of them close up in a short time. They also need to do something with the sewage plant. Sometimes when I am outside, the smell is horrendous. I have been told that-it is not permisable for them to allow this. It certainly does not make West Liberty, Iowa a pleasant place to be if you like to be out in your yard in nice weather. These are things that I think our city management needs to remedy. I have been here 5 years. I have always heard that small town living is so pleasant. But, the city hall in this small town is not helping it's citizens, it's businesses, or it's growth.
