A Joint Power Authority formed in 2004 by the County of Yuba and Reclamation District 784 for the construction of levees in South Yuba County. This joint power authority is responsible for achieving 200-year flood protection by financing and constructing levee improvements in south Yuba County. As of this date, nearly 430 million dollars have been spent to improve the levees in this region.
South Yuba County is protected by 29 miles of levees along the Yuba River to the north, the Feather River to the west, the Bear River to the south and the Western Interceptor Canal to the east. In the center of the levee system sit the communities of Linda, Olivehurst, and Plumas Lake, home to more than 40,000 residents.
