Phone calls are made to the Animal Control official Rick Foster regarding neighbors who have their dogs run freely and do their thing anywhere they choose.  Animal control takes no action at all.  Why are we paying for Animal Control and lifetime dog licenses when they (Animal Control) do not respond for dog owning neighbors out of compliance with city codes and do not ever use a leach for their dogs?  No calls from Animal Control are returned and no action is taken.  It is left up to the individual to cope with the situation.  Why have the animal codes, when they are not followed by the few and not addressed by this agency?
