Store is definitely open, looks like they've expanded actually into what used to be a smaller store next door. They have arranged it to be the "clearance" center and is now open to walk through to the hair salon. I hadn't been there in years even though I live near.  But have recently been going there every 5 to 6 weeks to go to the salon. The store manager that's there now seems to be very good at his job, handles things efficiently and to customers satisfaction. I say this because he will come into the salon when it gets busy and will take some of the walk-in customers, yes, he is also the manager of the salon, is a stylist, and the whole store manager. So I can say this with objectivity because I've seen him many times 'in action'.
Their clothing selection is noticeably better- now including a small but sufficient Big and Tall men's area. They now seem to display clothing and accessories for infant up to adult sizes, curtains, bed and bath area, jewelry (fine and costume), and shoes. Yes, its small, but there is a much larger, upper and lower level one at the mall which is only ~4miles away if you're looking for a larger asortment. 
I like the hair salon, prices reasonable and always do a nice job. Then after, I will walk through the store because the merchandise is always changing.

One thing of note that I did read in another post, the this particular store might consider.  The queuing line has moved from the men's side to the women's side now and I have to keep getting used to that when I shop there.  Considering that more women shop for clothing and the items JC Penny sells, it would be in this store's best interest to move the queuing line back to the men's side; as when I shopped last week, I had to push past people in line to get to the women's dept.  Somehow when the line was on the men's side I never had a problem leaving the store or having to push past people, just an FYI from a regular customer who has been shopping at this location for going on 18 years.

Merchandise was easy to find and very well labeled. The clerk also helped me to find a coupon to save some money on purchase. Only downside was how pushy they were for the credit card. Even though I declined quite a few times, they continued to bring it up even after I paid with a different card. Other than that, a great trip

It's Sunday the week before Christmas 2017 and they have one cashier on! Drop my stuff and walked out. Probably 20 people in line.

Used to have a 5 star for them. Called in a couple minutes before close to see about tomorrow's $10/10 coupon give away if they had it. I was put on hold for 20 minutes and hung up on. Super unprofessional.
