The Town of Luray is nesteled in the Shenandoah Valley and located between the Shenandoah National Park and George Washington National Forest. The world famous Luray Caverns is located in the Town, and Luray is situated near the geographic center of Page County, Virginia. This location has contributed favorably to Luray’s function as a cultural and economic center for the surrounding region. The 2010 U.S. Census reported that the Town of Luray had a population of 4,979 residents.
The Town is organized under a council-manager form of government. The Town Council (the Council) is the legislative body of the Town and is empowered by the Town charter to make all Town policy. Members of the Council, including the mayor, are elected at-large for four-year, overlapping terms. The Council appoints a Town Manager to act as administrative head of the town. The Manager serves at the pleasure of Council, carries out its policies, directs business procedures, and has the power to appoint and remove all Town employees except the Town Attorney and the Town Clerk, who are appointed by Council.
