I USED to dread coming here because lines were long and waits were cramped and hot.  I'm pleased to say they have updated the building and processes resulting in a much better flow.  The lobby was remodeled a couple of years ago, with adequate seating and air conditioning.  At certain times of the day the line can be a bit long.  I strongly suggest making an appointment, which cuts the wait in half or better.  The first staff you meet are very knowledgeable and pleasant.  Then you're sent to the appropriate window to complete business.  Again, the staff was very good.  Nice improvement, DMV.  Why only four stars?  Well, it's still a bunch of government paperwork, for goodness sake.  I pay lots of fuel taxes and have the 'privelege' of paying year after year on my vehicles.

They wanted nearly $500 to register my vehicle. I had moved and didn't realize it was going to expire. GF reminded me. I went to the DMV as soon as I could and they wanted 282 + 141 (late fees). They were unwilling to waive the insane fees. Usually they help me out and let me waive their ridiculous fees for other things. They blamed me. Our landlord sold the house and gave us 2 - 4 weeks to move (illegal I learned). Sorry if my priority wasn't to rush to the DMV to change my address since it's such an organized and pleasant organization (Not!).
In WA the price to register TWO cars was less than $100. To register my ONE car, they wanted $500~ the day it was expired/due. I thought it a little unfair to expect me to pay that much to use a vehicle, which is pretty much a necessity today. I have been a homebody for 2 months while I came up with the funds to pay. 
I did email the DMV support email and they DID waive the fee. Stay away from Redding if you can help it. Even changing your address can take hours because they won't just take the form and let you leave (last I dealt with it).

I went for a i.d. and it took two hours..then months went by and i never received it.when I called they said becouse they forgot to put my apt number, but they couldn't change it on the computer..then I go in..and they say I need to do it all over again.when i come back a week later they changed all there systems or policies now I need to go to the back and go on a computer to fill my info again.just for a number for a number to wait on line for two and a half hours.then they wanted to charge me again even though i had proof of purchase the first time..the most under the radar corrupt system trying to pinch every dollar they can.

It's the DMV, be honest. Long lines and employees are not the kindest unfortunate.

If you come before the place opens there will be a line but they send someone out to get you started before they even open. I'm impressed. The lady was really nice too.
