This is a filthy crumbling ramshackle dump of a building. The rain pours through leaks in the roof onto rotting piles of trash left by vagrants. If I had to put my money on the first building in Portland to crumble in the event of an earthquake, it would be this one. Structural integrity and cleanliness aside, they apparently use a computer system from the dark ages which prevents them from taking card payments after 8:59 PM. One of the worst parking garages in Portland. Find somewhere else to park if at all possible. I would much sooner park my car in the river than ever set foot in this festering trash heap again.

My wife and I parked here on a Saturday night before heading over to Kells. The sign on the street said parking was $4 but, after we had parked, the attendant told me it was 8$. This doesn't bother me that much, since we could have left, but as we were leaving I looked at the receipt and found that we were only charged $6 for parking. I'm fairly sure the attendant pocketed the other $2.
