City Clerk was most helpful in directing me to the correct city departments and key personnel regarding a recently withdrawn St. Vinnie Box Garden pro9posal and in confirming that my understanding of the normal and correct protocls remain in place which mandate direct legal notices both to the public and from commissions and City Agenda that such a proposal , a 10 yr., lease for 2 lots adjacent to Captain See Heritage House, would require hearings and require that other legal entities/persons be allowed to submit alternate or competing proposals for this same lease which did not violate pre existing MILLS ACT AGREEMENT, and did not violate HISTORIC AND CONSPICUOUS RIGHT OF WAYS and parkiong USAGE to the See House across these two lots. Two alternate proposals have been sent to attention of all commissions , and copied to City Manager with request that this lease be re- considered under one of the two other proposals: one being from an individual acting as a 14 year BLOCK CAPTAIN FOR LITTER AND CRIME CONTROL and a second one being from a state reg. 501 c 3 non profit educational foundation. Why? Both the Block Captain of record for 14 years and the 501 C 3 NONPROFIT HAVE PROVIDED AT NO COSTS TO THE CITY BEFORE, DURING AND AFTER THE BANKRUPTCY SUBSTANTIAL YEARLY FUNDS FOR MAINTENANCE SERVICES FOR THE LOTS, WEED ABATEMENT, REPAIRS AND REPLACEMENT OF FENCES, AS NEEDED, AND HAVE CONTINUED THE CONSPISUOUS USES OF THE RIGHT OF WAYS AND VFD FIRE CHIEF ALLOWED PARKING ON THESE LOTS AS IN THE BEST INTERESTS OF THE PUBLIC FOR SAFETY, CRIME AND LITTER CONTROL AND IN THE BEST INTERESTS OF THE CITY DEPTS. WHICH DID NOT HAVE SUFFICIENT FUNDS AVAILABLE OR ALLOCATED TO MAINTAIN AND PREVENT THE LOTS FROM BECOMING EYE SORES WHICH THEY ARE NOT, NOW. The other proposals act to provide the no cost services cited for the city , act to allow the stablization of the contaminated soils from the dust and lots to be addressed with fence screens and with over watering the surfaces by a state trained and liscensed contractor with specialized state and CAL OSHA training in testing and in stabliziation of lead contanimated soils and coatings, which these 2 lots do reveal as in the document photos and in the legal notices of contamionation sent by that contractor to the attention of the Public Works , Code Enforcement and City Council at time of razing of the building on those lots. Now, this review is serving to test to see if anyone reads this eval. form and if the City Clerk will ensure that this review is copied and sent to all commissions, City Manager and City Council Members so that all are finally and fully informed about alternate proposals for these lots WHICH WOULD STILL ALLOW DEVELOPMENT OF THE BOX GARDENS BY ANOTHER INDEPENDENT NONPROFIT AND/OR BY INDIVIDUALS under a second lease agreement clause in addition to the two proposals now in the possession of the City at this time .
