General Rules of Conduct: City social media postings and comments containing any of the following forms of content shall be subject to removal and repeat offenders may be blocked:
• Comments not related to the particular social medium post.
• Comments in support of, or in opposition to, City political campaigns or ballot measures.

• Disparaging or threatening remarks that promote, foster or perpetuate discrimination on the basis of race, creed, color, age, religion, gender, marital status, status with regard to public assistance, national origin, physical or mental disability or sexual orientation.
• Personal, business or organizational solicitations or advertisements not related to City-posted social media topic.
• Engagement in or encouragement of illegal activity.
• Information that may compromise the safety or security of the public or public systems.
• Content that violates a legal ownership interest of any other party including but not limited to photos, graphics, registered trademarks and slogans, trade secrets or privileged information, etc.

Special Terms of Use for City employees and Public Officers
City employees and public officers (such as Board or Commission members) are reminded that their contributions to social media sites may be considered government speech rather than private speech, and may be governed by Arizona and federal laws such as Arizona Open Meetings Law or federal elections and campaign laws. The use of a private e-mail address, non-City identifier, or non-City moniker alone will not change a City employee's or public officer's speech from government speech to private speech. Even posting a disclaimer in the contribution, such as stating "these comments reflect my own private opinion and do not, in any way, reflect the opinion of the City, "may not be sufficient to transform a City employee's or public officer's speech from government speech to private speech. Therefore, to the extent the social media contribution is government speech, all City employees and public officers are responsible for following the same rules, regulations, and policies that apply to any other form of government/City expression. If city employees wish to contribute comments to social media sites, they must do so on their own time and on their own equipment, and as long as they do not identify themselves as city employees and are not speaking on behalf of the City.

Public Records and Public Disclosure
All information transmitted by and received from, or stored on, City of Yuma Social Media venues may be considered the property of the City. Such venues are subject to disclosure under appropriate state and federal regulations covering public records and should be considered public information, unless otherwise privileged by law.

Arizona state law and relevant City records retention schedules may apply to Social Media formats and Social Media content.

Reviews
The dispatch is insufficiently trained and rude. I have a lot of problems at my business with theft and vandalism so I call often and each time they interrogate me instead of just sending an officer whom I am going to have to explain the same thing to anyways. The bad guy has gotten away by the time dispatch is done asking me so many non relative questions before sending a police officer out. As a whole the department is very young and lacks experience and can't seem to retain experienced officers.

Never have had a good experience with YPD. Terrible tactics and many laws being broken. These are the people that are suppose to be upholding the laws.
