I've always been on time and they go as fast as they can. And the one time that I was VERY late, they still helped me. No attitude no nothing. Thank you guys so much for taking me even though I was late.

Good policy no enforcement Caltrans forced me to lie that I worked 8 hours a day 5 days a week for six months after wrongful termination or Caltrans would not pay me salary. in year 2005 because I complained that two of my coworkers came late and left early for hours almost on daily basis without taking any time off and I had to do their job for years. Then Caltrans claimed that I had no ability to do my work without indicating what I failed to do. I got a letter from my supervisor that I had to leave the office immediately during my lunch break while I was eating my lunch without prior notice or discussion. Caltrans then sent a separation letter for me to pick up the reason why I left Caltrans such as resign or retire and ignored the fact that I was fired by Caltrans. Union ignored my phone call and email seeking for help. State Personnel Board (SPB) sent me a letter claimed that it was not SPB jurisdiction. I appealed in court and got my job back with the help of Office of Governor Arnold Swatzneiger. However Caltrans did not follow court order to process reinstatement, but simply cancelled wrongful termination. Individual Development Plan (IDP) should be provided to each employee every year. 1st page is Evaluation by supervisor. 2nd page is Performance Objectives and Plans for Achieving Objective for staff to complete. However I have worked with Caltrans 15 years and I only got one IDP. That only IDP was done by supervisor only and he did not allow me to complete 2nd page. Besides, I supposed to get a job description the first day I worked with Caltrans Office of Surveys, but I did not get one till 5 years later. That job description did not reflect the work I actually did. 60% time should be typing engineering report, in fact I did not type one report over ten years. However I did out of classification job over 7 years, such as creating format of vehicle report from scratch, purchase office supplies, and so on. Another one is Staff Expectations. It should be signed and followed by both supervisor and staff. It emphasized cooperation, fairness, honesty, respect, and directors' policies such as Equal Employment Opportunity, Discrimination and Harassment and so on. In reality it was a joke and lie. It is misleading and confusing. When I emailed my present supervisor about discrimination and harassment or problem in the office, he either ignored my email over ten years or sent me an email that he deleted my email without reading it. He had no problem to say anything he wanted to and denied later, but he had problem to put it in writing. He did not provide me the information I need to do my job, such as office organization chart to show who was in the office or who was moved out. I do not know when and where the field office moved. When people was asking me where was he while he was not in the office, I did not know how to answer because he never told me where he was. I did not get information to update my report. I am the only one passed SSA exam, got college degree, and did SSA work, but I do not get SSA position. When other SSA did not pass SSA exam and did not have college degree and got promoted. When those SSA failed to do SSA job, my supervisor yelled at me, put paper in trash can in front of me, and moved their job on me. Then he claimed that it was my job. The point is I am not qualified for promotion, I am also not qualified for training, evaluation, upward mobility program, or making my own development plan too; I am only qualified to do out of classification jobs over 7 years. Nobody care about the violations of policy. I followed chain of command all way up to director to complain about the violations and nobody stopped it. Do I live in a legal country? Where is my human rights? Do I have freedom of speech? The documents to support my statement will be provided upon request.
