I love the clothes jcpenney sells and have been to many stores in different locations. This specific store was so messy that I could not find anything. Clothes were thrown all over the place and he store wasn’t busy but I didn’t see any associates trying to clean up the store

Top floor is all women department and shoes. Everything else is down stairs. Never been to this JC Penny before. Walked around entire top floor looking for the kids department. Was walking towards the exit before seeing the escalator going down.
