This is a criticism against the policy of TPD as whole regarding their policy of action (or more often, inaction) rather than against any TPD officers individually. There is no question that the small business community in Tucson is faced with a very serious problem regarding the vagrant and non-working ex-con or addicted population in this city, a population that habitually congregates around small businesses, causing problems ranging from loitering, pan-handling, public urination/defecation, public intoxication, drug use, sales, prostitution, vandalism, fighting, etc. While these issues can be found in any city of any significant size, they seem to be especially endemic to the city of Tucson. Why is that? There are laws already codified for the city of Tucson to protect both residents and business owners against unchecked loitering and all the other consequent problems resulting therefrom. ARS 13-1502: the trespassing law. It may surprise the average person in Tucson but it is commonplace for property owners to have a pre-arranged agreement with TPD basically indemnifying TPD officers to use their own discretion when arresting trespassing offenders, without the prior complaint of the property ownership or tenents, meaning TPD officers can arrest anyone on private business property whom they have good reason to believe is trespassing on that property. This is a good thing . . . if it were only enforced. The problem is, agreement or no agreement, it's not enforced. We small business owners need help against the ever-increasing multitude of non-working, addicted, felonious, belligerent 5% of Tucsonans who cause 95% of the problems in this city for the rest of us. A big part of that is taking the loitering and trespassing problem seriously. I've yet to see a business in Tucson that has a serious criminal problem without having a serious loitering problem in the first place. It would be nice to have police department that recognizes this.

I was trapped in my car which had no power. Zilch! Car locks would not disengage. No flashers at night on Grant road. Yikes!! An officer showed up out of nowhere.. Where was a cop when I needed one? Right behind me, pushing me to safety. I didn't get his name, but I hope he knows how grateful I am. Elizabeth Coughlin Tucson, AZ
