Literally the worst place you can rent a car from at this airport. I’ve been renting from the Norfolk airport for years and this is the first time I used Budget because they had a great deal. They upgraded without telling me and charged me for the service fuel option. They did not remove when I requested. Said they could fix when I returned the car. Well, they didn’t. No one wanted to do their job. It was too much extra work to fix their mistakes and it came out of my pocket.

The rental experience itself was fine - no hidden fees, car was in good shape. However, I'm pretty sure I left something behind in the car.  I've been calling for the last five hours and no one picks up. It then goes to an automated menu that has no options for leaving a voicemail or for lost and found. I was told that if I hit 5 during that menu that I'll be able to leave a message, but there must be some magical way to hit 5 because that hasn't worked. And the online lost and found form doesn't have an option for car pickup at Norfolk Airport. This is like a dystopian novel about a bureaucratic nightmare.

I had no problems and they had my car ready to go when I arrived. No extra charges or hidden fees. I would definitely use them again. Great customer service as well.

DO NOT RENT FROM BUDGET NORFOLK AIRPORT UNLESS YOU WANT TO LOSE MONEY! You may even have a good experience with your rental. However, this location will add charges to your rental for things that you’ve declined in the agreement. The charges won’t show up until a day or so later so you won’t even be aware of them until you check your credit card statement. When you try and dispute them (after waiting for hours for their system to come back up) they will say you signed the paperwork and there is nothing they can do.

Decent. Got upgraded to a Mercedes SUV for a weekend and that was cool. There’s a short walk to the terminal from the return lane so if it’s raining plan to get wet.
