We had a great experience with these guys. They saved us on Xmas day. 
Another rental agency gave away our booked car because our flight was delayed 2 hrs, and then told us they were out of vehicles once we arrived!. Daniel at Payless was super friendly & matched the cheap rental price of the other agency. He got us in a car and out the gate in under 20mins. They were brilliant.
If you want fancy cars, don't rent from an agency called 'Payless' (duh). But if you want fast, friendly service and a reliable vehicle that gets you from A to B, Payless is the jam.

Don't be fooled.  They will bring you in the door with a low price, but arbitrary, yet mandatory, fees nearly TRIPLE the price of the car ($59 becomes $150!).  One of the mandatory fees was Roadside Assistance (RSA) at $2.95/day.  This was never mentioned in my estimated total when booking the car.  They offered a car with high mileage and said it was the only one available in the car class we reserved.  When you go outside, it is a completely different story. Avoid this company if you value honesty, integrity, and your time.

Amazing service, we did not realize that the rental car could not be driven into Mexico. Omar was fantastic at clearing everything up. Getting us a refund and directing us to get across the border and set up with another car. The car itself wasn’t great however. You get what you pay for. We wanted bottom budget

Lesson: you get what you pay for. Not a bad experience overall, but don't expect any extras or even the type of car you request. They really try to up sell you on upgrades at the time of pick up. The guy told me that my car wouldn't even have A/C or power locks and window, when I wouldn't budge with the upgrade, he became visibly frustrated. The "basic" car I got ended up having those features anyway. Also they claim to have unlimited mileage but they say you can't travel beyond a certain radius which was about "200-miles" I asked for clarification, again the agent became flustered. Out of curiosity, I asked how they track that and the agent remarks "Sir, it's 2017 we have our ways." The car's interior was dirty, back seat was stained. I did appreciate though, how thorough the  initial inspection was as the agent pointed out scratches and dents that I hadn't noticed.

Ruben will tell you your insurance isn't enough in the state of California. Ruben was instant that you could not rent in the state of California without CDW insurance. Just lies upon lies. Filed with Payless Customer Care corporate line but they just fell back on what it says in the rental agreement. I did call the San Diego location after getting no where with corporate and the manager processed my refund. It would be a 1 star but it is getting a 2 since the local management team is taking care of the refund.
