Some of the staff are very rude and abrasive. Even when attempting to understand and resolve a mischarge, they were quick to point out it "isn't their fault" and that the manager would have to deal with it. Manager was paged for about 10 minutes, then they remembered he wasn't around and would have to "call me back to take care of the charge". A week later and no resolve, and when you try to call the desk, nobody answers. Thankful that the corporate office is much more helpful, but I surely won't ever use this rental company again, regardless of the airport.

I attempted to get a rental and they attempted to charge me $413 for a small car, way too much. So I proceeded to book the same car online for $142. Then the worker made me “wait” for 20 min for reservation to go thru. She asked me if I wanted this or that insurance not telling me a price so I was assuming it was included. Finally she put a hold on my debit card for $256 without telling me my total was more than the $142. I asked why it was that price and she said the insurance so I said I didn’t want it, and she changed the contracted price;however, the hold on my account remained $256. When I returned the car I used a different payment;
However it’s been 24 hours and the hold is still on my account. I think the service is not good they could definitely
Be more friendly and move faster. I also seen a lot of people coming in saying things were wrong with their car.
Oh also they make you fill your gas tank up within 3 miles of the place and bring the receipt which doesn’t make sense, if it’s full it’s full. I wouldn’t go back to that budget.

Try anywhere else. It took over an hour to get a rental car, and when I did get mine the trunk didn't work. I talked to a manager and he found me a different car but if I would go somewhere else for less wait time.

I'm updating my review after giving Budget another try.
This is the worst rental car location I've encountered. Plan on waiting a minimum of an hour to get your rental car even if you're fastbreak. They simply do not have enough staff at this location and they seem very disorganized. When I'm back in Philadelphia I will certainly be going elsewhere.

I️ had no issues. Quick airport pick up. Moderate wait as we came in with a bus load. Clean car. Friendly staff. Great price. Speedy drop off and airport transfer. I’m pleased with this rental.

You will have to take a shuttle to the rental car at the PHL airport. I saw 7 different shuttles come and go for National by the time one finally came to get those of us waiting for Budget. Once finally there it took about an hour and a half wait to get through the line to get to the counter. Then, I had to wait for them to get me a car which they were extremely low on. I have used Budget at this location before and it wasn't this bad last time but it was still similar. I have used other rental car agencies at this location and it was a painless wait-free experience. But since they are cheaper I thought I would use budget again. Don't think I will do that here again. What is your time worth?
