Conveniently located near the Convention Center, it's a little challenging to find the desk (it's back towards the parking garage down a longer tunnel). The day we rented, the agent was down to just himself, with his normal backup not there and cars not washed or filled up. The car was a little dirty, and he was vacuuming to order, more or less. Below average experience for Enterprise overall - I'm a loyal member - but not atypical of non-airport locations. It's still usually a better choice than the competition, but this was probably on par with said competitors.

I really wish Enterprise hadn't asked me for a review (after I already complained twice). Let's just say the Baltimore Inner Harbor/Fells Point area location was understaffed the morning of my reservation. I also didn't get the car I had reserved, it had less than a quarter tank of gas, lacked amenities, and this all after waiting 45 minutes. The managers were responsive and cut my rental fee in half so they were very generous. I had arranged to return the rental in my hometown and they were incredibly professional and top notch. I think I just had an off day at a smaller location.

I have always used and liked Enterprise, but after renting at this site, my credit card was used to make fraudulent charges. I will never return to this branch of Enterprise. (It was a brand new credit card, so I know it was someone at the branch.)
